tok3r: Once ur minning lvl is over 20, the amount of lvl3 gems u get from the mine will increase. Its random, but once in a while youll get that lvl3 saph or amy.

smash: u have to be lvl 60+ to do it. u can do it a a blacksmith in lvl 60 towns

idiot_terror: Gems randomly drop to any monsters in the map or you can get them thru mining in abandoned gem mines (see topic above: Where to start?(Help desk)).

meatpuppet: from killing quests or mining. u get higher lvl gems from quests then u do from mining tho
