The first time you need to finish the quest you are going to need a low amount of quest items that drop at a particularly low-level area. Of course this only rewards a small amount of SP, such as 50.
The second tier will require more items at a higher level land, providing more Skill points.
All the way up to the final tier which rewards the weapon.
Overall it would give out the same rewards, just in separate batches. Suggesting this for the F2Ps which struggle on the first days
